The future population of WP will be almost 4 times what it was a year ago. There are a range of approved developments, ranging from 8 to 25 storeys. Refer to the plans below.
Sometimes, a developer will enter into a Voluntary Planning Agreement (VPA) with Council where they provide funds / goods in kind in return for something they want, generally uplift. A VPA was used to fund the Bennelong Bridge and provide the shell for the library / community centre.
The State Govt identified WP as an Urban Activation Precinct (UAP) and committed funds to support the infrastructure needed to deal with the uplift attributable to the UAP from the original Homebush Bay West Development Control Plan (HBW DCP).
Council collects Section 94 funds – developer contributions to infrastructure. The original HBW DCP had these funding the community centre, library, Haslams Creek bridge, Hill Rd / Bennelong Parkway intersection.
Council has so far collected $16.8m in S94 funds and spent $2.56m.
The proposed Billbergia VPA relates to Block H (see diagram). They are seeking uplift to fund an expanded public park, the Baylink shuttle bus, childcare centre.
Uplift has been approved for pretty much every recent development, regardless of a VPA being offered.
